The Council shall constitute a Standing Committee on each of the following matters to carry out its functions smoothly, viz.
(A) finance and establishment;
(B) audit and maintenance of accounts;
(C) assessment and collection of taxes;
(D) education, health and family planning;
(E) agricultural, fisheries and animal resources and other economic development works;
(F) development, conservation, maintenance, etc. of rural infrastructure;
(G) maintaining law and order;
(H) birth and death registration;
(I) sanitation, water supply and sewerage;
(J) social welfare and disaster management;
(K) environmental development, environmental conservation and tree planting;
(L) Family Dispute Resolution, Women and Child Welfare (shall not apply to the residents of Chittagong);
(M) Culture and sports.
(2) Except for the Standing Committee referred to in sub-section
(1), the Council may, subject to the provisions of this Act,, if necessary, with the approval of the Deputy Commissioner, form additional Standing Committees.
(3) The chairperson of the standing committee shall be elected from among the members of the council except the co-opted members and the members elected from the seats reserved for women shall be the chairperson of the standing committee at least one-third. Provided, however, that the Chairman of the Union Parishad shall be the Chairman of the Committee on Law and Order only.
(4) The Standing Committee shall consist of seven members out of five and the Committee may, if necessary, co-opt a person who is an expert in the matter concerned as a member of the Committee, but the co-opted member shall have no voting right.
(5) Other members shall be nominated from among the local people from among the persons qualified to contribute to the concerned committee.
(6) The recommendations of the Standing Committee shall be adopted after consideration at the next meeting of the Council; However, if any recommendation is not accepted by the Union Parishad, its validity and reasons shall be communicated to the Standing Committee in writing.
(7) All proceedings of the Standing Committee shall be final subject to the approval of the General Meeting of the Council.
(8) The council may dissolve any standing committee for the following reasons, namely: - (A) failing to convene regular meetings as per rules; (B) fails to continuously advise the council in the prescribed cases; Or (C) has done any work outside the provisions of this Act or any other Act.
(9) Each standing committee shall meet every two months, but may hold additional meetings if necessary.
(10) The functions of the Standing Committee shall be determined by regulations, but the functions of the Standing Committee may be determined at the general meeting of the Council until such regulations are enacted.
