Asharyan Project: The Sheikh Hasina Model for Inclusive Development

Hon'ble Prime Minister Sheikh Hasina has taken comprehensive plans to make Bangladesh a developed and prosperous country by 2041 and is implementing them gradually.


The country is moving forward with indomitable progress. The biggest obstacle to this development is poverty. Bangladesh's poverty rate was 41.5 percent when leader Sheikh Hasina took over as prime minister in 2009.

He has been able to reduce this rate to 20.5 percent in the last 12 and a half years through tireless work by running the government for 3 consecutive terms. But for Bangladesh to become a developed country, the poverty rate must be reduced further. The helpless-poor marginalized people of the country should be included in the mainstream of development.


Through the 'Ashrayan' project, the Hon'ble Prime Minister is bringing the landless and homeless marginalized people under inclusive development. He announced - 'Not a single person will be homeless in Bangladesh.' In order to implement this directive of the Prime Minister, the landless and homeless people of 64 districts of the country were listed. Addition and deletion to the list is an ongoing process under the supervision of the Upazila Task Force Committee.


According to the list, a list of 2 lakh 93 thousand 361 families of 'A class' i.e. completely landless and homeless is prepared. Apart from this, 5 lakh 92 thousand 261 families who have land but no houses or dilapidated and fragile houses have been listed under category B. Under the scheme, 4 lakh 42 thousand 608 landless and homeless families have been rehabilitated till June 2021. All the listed families will be resettled in phases.


Father of the Nation Bangabandhu Sheikh Mujibur Rahman visited Char Poragacha village of Ramgati Upazila of Ramgati Upazila of the then Noakhali, Laxmipur district on February 20, 1972 and resettled the landless and homeless helpless families in the cluster village. A severe cyclone hit Cox's Bazar and other coastal areas on May 19, 1997. Honorable Prime Minister Sheikh Hasina visited Saint Martin of Teknaf Upazila on May 20 and directed the rehabilitation of homeless poor families affected by the cyclone. The Prime Minister that year launched the 'Ashrayan' scheme for the landless and homeless people of the country.


Asyran means more than just accommodation; Rather, its scope is wider and wider. Beneficiaries got two percent of the land; Getting a semi-furnished two-room house; It has free electricity connection and has shower room, toilet and kitchen.


The land along with the house has been deeded jointly in the name of both husband and wife. A large number of trees are being planted in the project area. There is one tubewell for drinking water for every ten families. As a result the beneficiaries will be free from water borne diseases including diarrhoea. Community clinics are being built for their health care. A primary school system has been put in place to ensure the primary education of the asylum children. There is a playground in the project area for physical fitness and recreation of children and teenagers. All the civic amenities of a self-sufficient modern village are present in the shelter project.


Ten days training in various professions is being given to the beneficiaries to increase their capacity and efficiency. In particular, the beneficiaries living in the barracks are being trained in 32 trades like fishery, carpet weaving, nursery, needlework, welding, electric wiring and rickshaw-cycle-van repair. During this training, they are given an allowance of 750 taka per day so that their income is not disturbed. After training, the beneficiaries are getting loans up to Tk 30,000 for setting up cooperative societies and starting income-generating businesses or professions. Initially three months of food assistance under VGF is being given to resettled families in the barracks. They get priority in getting allowances under maternity, old age, widow or other social security schemes. That is, a destitute person is being established as self-confident by turning him into a human resource in various processes.


Nobel laureate economist Amartya Sen said about poverty, 'Hunger and poverty occur in the society due to the inability of the population to intrude or establish rights to food and other social benefits, i.e. failure of entitlement or failure to ensure rights.'' Through this, the poor beggars, widows, abandoned by their husbands, landless, homeless, dispossessed people have been brought under the use of land and other social benefits have been provided. Climate refugees, minorities, third gender, Vedas, Dalits, Harijans and other backward communities of the society are also included in this program. It is the first and largest initiative in the world to provide free housing to the backward communities of the state to bring them into the mainstream.

Through the implementation of the Asharyan scheme, initiatives are taken to provide basic facilities to all citizens as stated in Article 15 of our Constitution. According to Article 3.13 of Bangladesh Awami League's 2018 election manifesto, poverty alleviation, reduction of inequality and ensuring the right to housing for all. Honorable Prime Minister's pledge for resettlement of environment and climate refugees has been fulfilled. Through the implementation of the shelter programme, the Sustainable Development Goals (SDGs) 1 End poverty, 2 Eradicate hunger, 3 Health care, 4 Quality education, 5 Gender equality and women empowerment, 6 Safe water and sanitation, 8 Decent employment, 10 Reducing inequality and 11 Achieving many goals such as sustainable and secure settlements is progressing.


Different ideas have been in vogue at different times to alleviate hunger and poverty. Exploitation and deprivation in the name of foreign aid, food aid, relief and micro-credit would have reduced a poor person to extreme poverty. Danny Rodrick, a professor of political economy at Harvard University in the United States, has shown that the redistribution of land ownership is an important condition for achieving high growth in East Asia.


Through the Asharyan scheme, the beneficiaries are becoming self-reliant by getting ownership of houses and land besides engaging in income-generating activities. An opportunity has been created to give their talent and labor to the socio-economic development of the country. Beneficiary individuals and families dream of overcoming poverty and leading a dignified livelihood. This is how country ratna Sheikh Hasina is including marginalized people in inclusive development.


The shelter project is playing an important role in eradicating poverty in Bangladesh. This new method of inclusive development and poverty alleviation is already known as 'Sheikh Hasina Model'. The main six features of the 'Sheikh Hasina Model' are-


1. Economic self-reliance by increasing earning power and savings; 2. restoration of dignified livelihood and social status; 3. Empowering women by giving women half ownership of their homes; 4. Human resource development by increasing skills and capabilities through training; 5. Improving the environment by massive afforestation and tree planting and 6. Ensuring city amenities in villages.


The main philosophy of Bangabandhu Sheikh Mujib's politics was to put smiles on the faces of the suffering people. The eldest daughter of the father of the nation is working day and night to fulfill that goal. He arranged all the development plans keeping in mind the basic principle of 'Not a single person will be left out'. Bangladesh has already received the UN's final recommendation for transition as a developing country. We are gradually moving towards Bangabandhu's lifelong dream of poverty-free 'Golden Bangladesh'. It is hoped that if this trend of development continues, Bangladesh will become a developed and prosperous country before 2041 under the able and visionary leadership of the honorable Prime Minister Sheikh Hasina.
